I thought he meant that Kasen kinda kept to herself for a while after putting Reimu through the physical and emotional shock of confronting her and sealing Arm-chan away, and I agree with him that it was unsatisfying. I agree with you too, however, that locking away a sentient person into an infinitely-desolate prison, never to be seen from or heard from again until the end of time is pretty cruel.
On a better note, I enjoyed (or rather still enjoy because it's not fully resolved yet) the Arm-chan reconciliation side-plot in this ongoing fanfic. It's been tender, even if my wife Kasen-chan isn't the main heroine. >>45638142

it is fairly cold, but somewhat understandable considering kasen's spent a lot of the manga beating herself up about her past, and then when she finally finds her arm, she realises that it's consumed people even while sealed, and when she tries to seal it herself, the miscalculation sets it free. Then, it nearly kills Reimu both before and after she merges with it, and the only thing that stopped kasen turning into the woman who killed the hakurei shrine maiden is tenshi's intervention
I don't think WaHH was the kind of manga to delve into it, but I can't imagine she felt very good about herself or the end result of her time interacting with the shrine at the end of it
if it's any consolation, the epilogue does make it sound like their isolation (a year, apparently) was reimu's side too, since she felt a bit weird about seeing kasen after the whole incident

So why did Kasen call herself a "true villain"? Was it out of contempt for her oni side?

Why is she called arm-chan anyway? According to her design sheet she's referred to as "Kagekasen" or Shadow Kasen.
She's also supposed to have red eye shadow, unlike both the oni and hermit forms.
