The original meaning of the word was someone who regularly did the job - wrestling terminology for deliberately throwing a fight to make the other person seem cool. Colloquially, it usually means someone whose job it is to regularly lose to prove how dangerous the other side is, think Vegeta, Worf, similar guys who act big game and usually eat shit in act one. Aya doesn't exactly job because she doesn't lose to show off how dangerous the enemy is, she more often just loses because her character gets humiliated a lot.

Mostly because of the print work. In SSiB we learn that she isn't capable of going everywhere at anytime with her gaps and that she is weaker then the Watatsuki Sisters, disproving the whole unbeatable omnipresent aspact her fans keeped pushing. In the WaHH we get the feeling that she's somewhat lonely after Kasen rejects her and in the Whale Manga Suika confirms that she's socially inept and Mamizou calls her an attraction whore. Then in CDS she insults Orin and Satori then talks shit about how she'll take care of the Vengeful Spirit only to get out maneuvered by the Spirit and getting possessed. "Kaguya" later laughs at her after Reimu tells her what has happened.

Plus her status as sole creator and master mind of Gensokyou gets shattered after Okina and Kasen get introduced, Hecatia gets introduced and becomes the third character that is definitely stronger then her (If you believe that Eiki isn't stronger then her) and I believe Koishi calls her a friendliness lover.

I'm just especially disappointed by Reimu and Marisa's portrayal in the manga, even though I like their personalities a lot I always imagined them as much more competent than what was shown in the manga...

They were always retards since PCB, in one of the endings, already had a scene where Yuyuko saw the Hakurei Barrier and went like "she definitely couldn't put up a barrier as good as this". And since Yuyuko is probably the most reliable source of info here, it's safe to assume she's right.
Yukari's power is vague and flexible, but she doesn't have that much actual "power" behind it, so she at least needs to know exactly how something works before she can manipulate it in her favor.

Though the weirder part to me is how Ran tries to push her as a super high int character, since I never understood where that supposed intelligence would come from.
It makes sense for Eirin to be "smart" since she's based on Omoikane, a god of knowledge, but Yukari's just a youkai with power over borders; her powers do not tie into intelligence, and I doubt it would just be an age thing either, since characters like Yuuka are never presented as especially smart either, and even Aya is a thousand years old (worst decision ZUN ever made), and she's clearly a dumb bird.
Yukari was just overhyped all this time.

It's kinda sad, but she's been setup this way since her inception. The PCB characters text does a play by play of her activity during the whole incident. She slept through it all. She forgot it was spring and was surprised when she woke up, has no idea what Ran does when she's napping, slept through Ran getting her ass kicked, and only got up and moved when Yuyuko asked her to do something about the barrier (which she never got around to doing).

It makes sense to me, Ran is her servant and sees Yukari as infallible. Something I wonder about is if Ran is actually smarter than Yukari. By intelligence I don't mean just calculation ability since it seems everyone is adept in that field. It's something I thought of when reading through Overlord. The obvious counterargument is no because she's a bit braindead in Bougetsushou, but you could say everyone was a bit retarded in that. I hope ZUN keeps up the trend and explores her character away from Yukari more, she could use redemption.
