For your listed characters, look into Heyao, BHY (if you can get one of their slots next time they take commissions), GKO or Newfacedoll. You can't really go wrong with any of these makers but you'll want to look at who's style you like most. Here's an AK15 BHY made. RINS and Sigma are also options if you want a mask from big name JP makers and have patience and deep pockets.

OC depends on what kind of OC. If you just want a generic girl to jerk off in that would be produced relatively quickly then I'd look into getting a Sigma or Ayame. Otherwise refer to pevious reccs. The kig guide link in OP is helpful too for scouting out makers.

Personally I wouldn't bother with trying to budget this kind of stuff. Kig is expensive and there's not really any way around that unless you seriously want to compromise on quality. The best thing you can probably do is just bide what girls you're intending on doing and then picking the one who's costume is the least expensive and elaborate to make. BHY only open occasionally and when they do you have to submit a form and then they will accept submission randomly, and their global agent massively jack up the price.

GKO is 50/50, you don't know if your mask will look good or not until the end product is out, and if it does look good, they only use the same mold for every mask so unless your character has a face suitable for that mold, character accuracy is not guaranteed, same for SIGMA.

RINS price is steep (2k$+ for a mask), they also pick customers on a whim through lotto, and personally I don't think their masks are worth that much money and nuisance.

Some masks seem to have interchangeable eyes and even whole front parts to get a wide range of expressions for the same character. And removable wigs are a thing (not sure about buying new wigs separately, as they're larger than regular wigs and would depend on the particular mask's sizes I guess).
Most masks however have everything firmly attached to the shell afaik so replacing anything by yourself without fucking it up looks pretty much impossible to me. Same as redrawing the mouth, I doubt it's possible to match the original's smooth finish by regular means.
tl;dr not worth the risk in my opinion unless you're really confident in your skills, but you'd probably be able to make a new mask from scratch by yourself at that point
