This is scandalous! Otaku of the world must stand up and protest about this kind of bullshit! Okay, so this law is just is Tokyo, but that's where a huge part of the anime/manga/otaku industry is, and a crazy fucked up law like this will destroy a lot of it, no longer any idea to have Akihabara there. DJP were behind the bill last time and it didn't pass. Chances are it will pass this time around. However, Kan is already slipping and there have been calls for another election (which would be the 4th..5th this year? I forget). If it passes, it probably won't last more than a year before they decide to retract it next time they start fighting with each other. While loli material isn't exactly a valuable market compared to mainstream anime/manga it does bring in some money and it won't help the industry one bit if they ban the stuff like they propose. All they're doing is trying to please their voter base.

Anyway, this ban only effects Tokyo so it does not really matter. The production and distribution will still go on and even if it were to be completely banned, it would just move to the underground.

It's not unstable it's just a mess. They were hit real hard by the recession so a lot of people are broke, out of work and pissed off. Their population is also aging faster than they can reproduce which is further hurting their economy especially in the long run. Until earlier this year the country was run by the LDJ ran the country for 54 years straight, until the DJP finally took over. The DJP is a fairly conservative, right-wing party so they're going to be attacking loli or anything else deemed morally wrong by their voter base.
