Because there's nothing wrong with underage drinking if it's done responsibly. It's not like sex where biological changes matter. Drinking age limits are entirely artificial, just a way of ensuring people will be responsible. "Kids" in 2hu can cross the road by themselves, they can drink.

Well, even so, I fail to see the issue with Reimu drinking. That "age of consent" concept probably doesn't even exist in Gensokyo.

Uh, dude, it's the other way around. Sex is not physically harmful regardless of age (with the exception of toddlers and younger) if done properly. Alcohol (and other drugs) is a different matter; your brains continue to develop significantly until the end of puberty, and alcohol can interfere with that development. For that reason, the drinking age limit is generally either 16 years (puberty over for many) or 18 years (puberty over for everyone). There's also places where the drinking age is 21, but that makes no sense.

This is a height chart. It has nothing to do with age.
For example, Marisa is as tall as an average 12-13 year old, but in reality she is much older by now. He just decided that they won't age physically as long as the games go on.
