The Moon Cell grail is not the Heaven's Feel grail. The Moon Cell does not contact the Throne of Heroes, and its Servants do not have to be heroes. Divine Spirits and Elementals, as well as totally mundane humans, are all technically possible.
All that Holy Grail does is look into the Automata and find the recorded data from SOMETHING on Earth's history, and brings it into servant's shape for the master.
