Anyway OP, for now there isn't any pure evil 2hu, if one tried to hurt human it was because of a reason. For example Medicine tried to poison the whole human village but because she had a grudge against the humanity that forgot her and she was still a newborn youkai who didn't know the Gensokyo rules. By the same rules nobody can be pure evil because humans can't get killed in order to protect the balance. They can and must get spookied though, most of youkai are obliged to mantain their charisma and scare humans away in order to survive and mantain Gensokyo alive, for the very same reason Reimu is obliged to exterminate youkai because ironically doing this keeps them alive. Basically youkai are like imaginary friends, you stop believing about them and they die for good.
There are also youkai (usually veterans) that actually went over this and changed their goal in life they must be alive for, some of them are Yuuka, Yamabiko scum, the Byakuren crew etc.

If a youkai has to eat a human to survive, then it's the life of a person against an another person. ZUN mostly established this just by creating the juxtaposition of "human-turned-magician" and "magician-from-birth" in the first place. There's little point to do so without actually having characters that fulfill this. They also get pretty detailed about how Alice was human, like mentioning she has behaviors left over from when she was human.

Moreover, Akyuu is only "wrong" when it's pretty demonstrable that she made a bad conclusion or was misinformed. Besides her bias against youkai it's pretty dumb to just outright ignore statements because they came from Akyuu's mouth. PMiSS is still an infodump, but it isn't just an raw objectively-written infodump. It has character in itself, just like nearly everything else ZUN writes.

Evidently, tribals are the best suited "outsiders" (though seeing as they seem to live in such close proximity to supernatural entities anyway, it's dubious whether "outsider" is the proper term to describe them) to surving in Gensokyo outside of the Human Village. They're already superstitious and have a rough understanding on how Youkai work, know about wards and ancestral weapons, and like Gensokian humans, are honed to be at the tip of physical strength. They could easily go toe to toe with lesser youkai and exterminate them by shrinking their heads. That isn't it. The width of the river / length of the trip depends on what you have to pay, which depends on money spent on your behalf (as worded in PMiSS). A smaller payment indicates a longer trip, and if this is -negative- somehow, however this is possible, then the trip will essentially be infinitely long and your spirit might get dunked. I know that it's basically like that: the amount of people who believe that you have a certain power is equivalent to the actual manifestation of it, but intensity does also seem to play a role.
If so, all I'd have to do if I ever make my way to Gensoukyou would be to imagine that I have the power to summon an all-consuming dick tornado.
'Cause I don't think there is a faith more intense in either worlds than the one I have in my dick.
