It depends. A social upheaval is possible if the strong ones in power are a minority group. If the weak are a majority, and they get ahold of power and/or strength, it's much harder for the minority to do anything against them without getting gang raped.

If, Seija really wanted weak Youkai's, and humans alike to become the strongest she could have done it without the magical mallet. All she would needed to do is find a human (An Outsider would do better as they wouldn't know how the CoC would work) who's gullible to believe her about oppression, and turn them into a Hitler/Napoleon type of leader by defeating massive amount of Youkai's(The average kind that don't that humans form because their not strong enough to/the ones the humans from the village are on par with), and making them swear total allegiance to them(Because, majority if Youkai recognize complete dominance, and will submit to authority) or face extermination since Outsiders aren't under the contract till they make a home in the village.

Build a Empire upon the weak masses who out number the strong, and make them(The weak Youkai's they united) fanatical about their nation they built upon the weak, and their leader. Bam over 1000+ weak Youkai's fanatical enough to be exterminated to challenge the status quo.
