Nirvana isn't a place. Once you become enlightened you exit the cycle of transmigration (samsara); basically the goal of buddhist practices. PMiSS even notes "attained enlightenment and ascended to Heaven" (成仏して天界に行った), and that's probably the passage you're referring to. I think you're just missing that both methods for hermits to become Celestials are a result of "completing" your training; one is if you achieved pseudo-immortality while alive and don't slack off in your practices, and the other is if you become enlightened (which would generally happen after you die), or perhaps are promoted to Celestials by the Yama. Those who've died and become Celestials don't have bodies because they died. Any who haven't attained enlightenment still have to be up to par. Lazing around is pretty much all you do once you've ridden yourself of worldly desires.

Anyways, Tenshi, as said before, was "promoted" based on her family's deeds, so you could say that she cheated. This is like a central point of why Tenshi is even a character; she's one of the only Celestials that hasn't gone through the usual conditioning and removal of desires, and so her attitude is completely different. She's an exception on purpose.

It's actually good that you mentioned this, because maybe this will get it across:
ZUN still works with these characters. There is no mistaking it. Besides their original appearances, Yuuka even appearing after "Gensokyo" was even an established concept (Rumia wasn't!), they were fleshed out in PMiSS, Rumia showed up in StB, they both showed up in HM, and they both have various manga cameos. They obviously are characters that ZUN uses in the current works and are members of his world.

PC-98 is entirely not this. Any few minor pieces he's brought in from PC-98 are really just recycled ideas. He doesn't use PC-98 material in the current works almost categorically -- he's sectioned off the whole damn thing and just left it as its own separate entity. Even with the very few things he's brought back, he's never done anything more than incredibly minor nudges to the past works, like ambiguous "oh we fought before". It's some brief fanservice and then there's nothing past that.

Alice was disconnected from Reimu and her life, is of a power-level similar to Reimu, and actively aids Reimu (usually by proxy, through Marisa and co.). Alice is both convenient to keep around, and is actually a friend, so it makes no sense for Reimu to rock the boat.
