She's not walking on water, she's walking on fish that just happened to be under her feet.

Reimu's real power is being so in-tune with the world that she accomplishes things without trying (wu wei). That's the canonical reason for her small hitbox and homing attacks - from her perspective she's throwing amulets in a straight line, and her opponents' attacks veer around her on their own. That's why she uses Fantasy Nature not by performing a difficult magic ritual, but simply by closing her eyes and letting go of her surroundings.

The first game Yuuka appeared after canonically getting the ultimate magic was in Seihou Kioh Gyoku, afaik, and her attacks were definitely very flowery there. But in that case, what does Alice have? Is it just her grimoire?
