Why 9pin? It's just a terminal. Terminals are somewhat safe, but by far not as good as suji and there was nothing else that indicated 9p to be safe as far as I see. Call on tiles whenever possible, it's basically a free draw of a tile you need, right?
If you're in tenpai, forget defense, because if you win the hand, what everyone else was trying to win with doesn't matter.
No one wait's on the dora after riichi, because no one throws it out. This makes it a safer tile.
One Kokushi Musou can turn the game around, and it isn't that hard to get. Aim for it often.
Kan if you can. the chance at an instant 4 dora is always worth it.

Don't bother trusting suji because everyone and their dog utilizes suji traps now.

I had a strategy in mind before that could have lead to this, but I failed to act on it.

In a situation where there is only one of a particular non-simple in the pond and you draw one, is it best to assume that the rest are still in the walls? Or at least just for honors? That is what I'm guessing, but somebody else could just as easily think the same way and lead to you both waiting on each other's discard. In my situation though, I'm guessing it would have been worth it because it's a pair wait.

That's wrong for multiple reasons. It's quite possible that someone was dealt three of the same honor tile, but a far more likely circumstance is that someone didn't want to open their hand to pon on an honor tile. Then you have people who decide to shoot for a hon itsu or chanta when their hand doesn't support it, and end up hoarding honor tiles for no fucking reason (and sometimes ruining the best chance at Daisengen someone has ever had. I will never forget that bastard.)

Basically, just because you don't see them, doesn't mean they're in the wall. Don't let some past experience you've had that shape the way you expect the game to go in the future.

Inoring dora is not even the worst thing in that pic, 9 pin was suji after all. But that guy had the 100% safe 8sou and still continued to attack with an utter shit hand against a riichi. Never do this.
I wouldn't have called riichi either, though. There were only 2 9pin left. Calling riichi this late in the game with such a crappy wait is not a good idea, especially if the hand is worth a lot anyway.
I see this quite often from new players: Once they are in tenpai they call riichi. This is a pretty bad habit, as a rule of thumb don't call riichi within the last 5 go arounds, or if your hand is worth 8k ore more, unless you really need the additional points. Also don't call riichi if you have another yaku and your wait is crappy and could be updated.

And here we see an example of my last point above. The north wind player had a yaku (tanyao) and still called riichi with a shitty wait, despite the fact that he could have easily updated the wait by drawing 2 or 6 sou.
Discarding 6sou by east wind was also stupid. Why the 6? Even if he wanted to continue to attack (which I would not recommend in that situation) the 8sou was better both in terms of defense and offense.

There are tons of good resources. For one the wiki in the OP, I still use this when I come across something I don't know or forget something.

Secondly this link is really good if you know basically nothing at all. I would not use the Yaku/hand guide though because it uses English names, just use the list on the wiki. Also you don't need to know too much about scoring just the basics of Han and Yaku.
