It's pretty bad, I'd rate it a 3/10.

First of all, you started in a bad direction by basing it on a Twitter meme, but I'll try to be objective and judge it on its own merits.

I'll start by the positive points. It's good that you recreated the image instead of just having the black guy with a Cirno head superimposed or something, that shows effort. The SDM background is good too. However, the drawing of Cirno herself leaves much to be desired. The coloring is poorly done and she just looks weird since you just painted over the black guy on the original picture. Her facial expression is pretty bad too, and using sunglasses as a crutch to avoid drawing her eyes is just lazy.

Regarding the text, you seem to have completely missed the point of the original meme. It's supposed to be about finding excuses for the poster's poor decissions (Example: "You don't have to worry about doing poorly on your job interview if you don't show up"), but here it's just a matter-of-fact statement. Of course, you could be more clever than I give you credit for and have the meme be about Cirno being dumb in universe, as if she made this meme even though everyone in SDM would know who froze the plants since Cirno is the only ice fairy around.

Lastly, I'd like to point out some of the ortographic mistakes you made (capitalized If, don't written without an apostrophe, and only having two periods at the end even though it should be three.)

Overall a pretty bad effort, but it's still nice to see OC being made.

I don't know if I'd call them "memes" since they are made by a single artist, more like image macros or even emoticons.

My opinion on them depends on the context in which they are posted. Here in 4chan I don't care much for them since they are used simply as reaction images, besides I've seen them used as fodder for retarded "meme collecting" posts (you know, things like "share your rare Mokous").

However, they are really enjoyable in the original Chinese context, or seeing them in Danbooru which is how I look them up. The juxtaposition between the complicated Chinese meanings and the much simpler English translations is pretty funny, and the art is cute. Besides, you get know interesting Chinese expressions and memes through them so they are educational on a way. Also, they got me to know Joukanhiyou who is a pretty nice artist.
