The thing is that it's usually only Stage 5 bosses that are extra playable characters, like Sakuya,Youmu and Sanae. And those characters are probably around the same skill/strength as Marisa and Reimu.

Yorihime got KOed by a hole in the ground, so it theoretically isn't impossible for Cirno to defeat her if the latter was somehow caught off-guard. And her bullets clearly weren't fired at full power as they didn't obliterate Sakuya on contact, leading to the possibility of them being frozen. Of course, if she was fighting against Cirno, she'd probably just switch to using fire rendering the whole strategy moot.

This chart has always been inacurrate because the creator used full name tags instead of partial tag searches. Because of that you only get about half of the total images, and explains why Cirno seemingly has more images than everyone else, because she only has one name and thus one tag.

For example, 博麗霊夢 has 79998 images whereas 霊夢 has 137926. Compared to Cirno's (チルノ) 103662.

It might, but the ability is really only a more absolute and controllable version of the human ability to acknowledge supernatural things. If a human had that ability they might well just create new youkai with a thought or something similar, or free youkai from dependence on being grandly recognized.
