Depends on what canon you are using.
Combined Canon, PC-98 Canon, or Windows Canon.
I'll leave the argument of which canon is the correct one for elsewhere, but if you are counting both, you end up with a draw.
On any scale with Hecatia on it, the Lunarians don't even rate, so you have to start looking for 'ultimates'.
The reason for this is basically, to keep this short, that Hecatia possesses 'Ultimate Power', but then too does PC-98 Yuuka... and Shinki, for that matter.

In short, OP, your question is impossible to give a correct answer to - especially considering that most of the ones that actually have the raw power to theoretically win would just quit on principle or boredom, and that includes the Lunarians and most of the higher powered Youkai.

Kaguya/Mokou/(Eirin?) because hourai and they are the only hard counter to Yuyuko's just-point-and-kill-you.

Yuyuko can literally kill everyone except above two immediately and from range, presumably including Yukari.

Yukari can literally walk away from everything, and she seems like the only one to deal with Kaguya and Mokou by just making them go Kars or sending them somewhere far enough underground they'd die from suffocation repeatedly etcaetera. Even then, if that shackles from moonmanga is to be believed, she has problems dealing with infinities, so that's something to take note of.

(Out of those three Yukari is the most prone to being sly, so wisely, should be eliminated upfront.)

Okina and Eiki are somewhere up there, but we don't have much yet on Okina and Eiki has her underworld judge role which would -probably- get suspended in settings where she's a participant.

Scraping the barrel, one of the Youmu's swords can kill people on conceptual level even if the wielder's a dork.

Read a doujin about something like that where Eiki won earlier repetition, and the next one starts with Reimu eliminating Marisa.
