I fully agree. PoFV is actually my least favorite in the series, all things considered, and PoDD's saving grace is its charm and music.
I'm willing to give the style another shot, though, but it absolutely should not be a mainline game. I wouldn't mind 18.5 being a phantasmagoria.

I think a phantasmagoria lends itself to laziness pretty well, actually. While PoFV had new portraits and revamped player/fairy sprites, backgrounds, enemy sprites, and most of the music were reused from earlier games.

I'd have some faith returned in the series. Tons of newer characters being one-offs so far.

Last Phantasmagoria game was 13 years ago and even the mangas aren't exactly in a hurry to explore the cast instead of focusing on Reimu and Marisa.

Even the fucking fighting games started recycling characters.
