If she had the resources. The plot could be a fetch quest to get Eirin the needed ingredients to make said cure. Not to mention once the cure is made, it still needs to be distributed, which if it passes from youkai to youkai "might" be difficult since they'll probably want to eat the heroines trying to cure them.

You could even tie in the Lunarians+Chinese Bioweapon theories, deeming the youkai a failure of a project and wanting to erase them to make way for colonization of Gensokyo, engineer a plague to break them down into their component spiritual energy.
