A yaku is a reward for things like tanyao, pinfu, riichi, chinitsu etc. and a yaku is worht a fan.

You need at least 1 yaku to go out. That means you can go out with an open tanyao, but you can't go out if all you have are dora.

You can have 8 dora (8 fan), but without at least 1 yaku, you can't win.
