esl here, speaking is the last skill you need to develop, there are books and videos that explain the proper positioning of the tongue when speaking english (there has to be resources like this for japanese I assume), the practice would be just mirroring while following the instructions I imagine but I've never traveled to an english speaking country or anything like that so i never bothered practicing nor had the motivation to do so and it hasn't affect me.

that's ok and i agree but i don't care about fluency i can consume content just fine. keep in mind that if you get good at listening and reading even if you don't practice speaking you'll have the knowledge to do it. you'll have a noticeable accent and difficulty pronouncing some words (even if you've heard them a lot, esl's struggle a lot with though, although, tough, through, thought for example) but the worst thing (and why I don't consider myself or anyone like me fluent) is that you can't speak naturally on the fly and must take some time (around 3 to 10 seconds) to think about what you're going to say.

The problem I have with that is that (for example) someone posted a Vinland Saga clip. There are some lines where I can't even process what sounds they're making because they're not speaking cleanly. If I had more experience with the words I would know what to expect and so I could infer like I can in English. It doesn't feel useful to check the subtitle without being able to make a guess first, and even after I see the subtitle sometimes I don't know what was actually said.
