One of the scariest moments I've ever experienced in a game was in one of the early Silent Hill games, where they throw you into this ominous as shit environment in complete silence and almost absolute darkness. All around you there's fucked up shit moving in the walls and laying around, but nothing ever attacks you. Then at one point halfway through, a normal, common enemy stands up from one of those piles and attacks you. And the area goes on for like another half hour with nothing happening, but you will fucking shit yourself in anticipation the entire time.

Suspence and playing with your nerves can be peak horror. This game, however, is not accomplishing it.
