This is my theory. Characters that have intimate relationships with each other increase the popularity of both parties. This doesn't even have to be romantic. (for example, Miko and Pekora).

But even with Miko and Pekora people will ship a relationship because they are thirsty for it. In a lot of fan culture intimacy between characters creates fanships.

So I think the idea is that the characters feed into this mentally so much that a lot of them come off as/are canon romantic relationships.

It's because there are "other things" that Kiara has the reputation. If it was just the Shion thing, sure, that alone would be able to be swept under the rug as a moment of poor taste, and no one would make judgment on Kiara's character just for that. However, since there ARE other similar moments where she makes the same bad impression, like a seemingly passive-aggressive criticism about Amelia and superchats, or saying that she would never make a mistake like Coco's, people have a pattern to point to, regardless of it being intentional on Kiara's part or not. People are fans of the other members too, so don't get surprised if that draws the wrong kind of attention if she makes criticism or potentially offensive remarks about the others (again, regardless of how someone like Shion publically responds to it).
For me, the Shion thing is already too insensitive for me to ignore, and then there's how she got all salty about people including Moona in fanart with her and Pekora. Those alone make her seem self-centred enough for me to not really wanna follow her.

And the second time was when my oshi Friend went to holotalk.
