I'm not really sure what could happen that would make her decide to graduate. Cover has shown they're willing to give extended breaks to their talents if they need it, and Cover provides a lot of things she wouldn't otherwise be able to do on her own currently, so graduating would pretty much be giving up on her dreams, or at the very least settling for whatever success she could achieve by herself. That's not even mentioning all the friends she's made both in hololive and the general VTuber scene, which she would most likely have to leave behind (at least publicly) if she graduated.

I still don't think she would use her "returning to the demon world" excuse if she just wanted to take a break, Towa has had no quips about just straight up saying she's taking time off before, so I believe something actually did happen. Like others have said, her playing Apex doesn't necessarily mean nothing else was going on, she could have been waiting for news or other things, nobody knows unless she goes into it (which she probably won't). I'm a little disappointed it took her so long to just reassure everyone she was safe with the earthquake, but it is what it is.

The initial delay wasn't her fault, but she technically could have worked it into her schedule earlier than April/May. I don't really think it was that random, KanaTowa was the obvious duo everyone was expecting, and since they're doing unit songs and not duos, adding in Flare to match with the deeper voices of Towa and Kanata seems natural, and it obviously worked with how good Stardust Song turned out.
Other options might have been Mio or Roboco (or Suisei if she participated), but Flare turned out to be a good pick.
