Don't be like that, it is published in "Strange Creators of Outer World" which is an official Tohou Magazine and the author is the same guy from Inaba of the Moon and Inaba of the Earth.

Being anal about canon is a strange thing to have with Touhou. The very concept of canon is mostly a concern for big corporations who want to limit fan creations and maintain full control of their IP these days. With Touhou, where fan creations are encouraged and have undoubtedly played a major role in the series and how we enjoy it. This doesn't mean that the official "canon" works are meaningless or lesser, but to demand to enjoy only the canon works of touhou and rejecting anything less seems incredibly strange, and something I would expect from someone wishing to show off to everyone just how hardcore of a touhou fan they are.

Why would it? It's just a fanmade doujin, nothing more to it. ZUN has done this before, even prior to SCoOW's existence, where he'd put fanmade doujins in official works like Seasonal Dream Vision in 2005. He's just giving them a platform for the sake of exposure, they don't mean anything more than that.
