What does "necessary" even mean in this context?
You could say that the far side routes are unnecessary since Nasu only planned Arc and Ciel routes in the beginning. Or that the Eclipse was unnecessary since each route has its individual ending.
I'd say it was completely necessary since it subverts some elements of the VN you've experienced in other routes (The villain being the heroine, final boss being the heroine from another route, etc.).

I mean HF in general is meant to show the evil shadow that most of the characters have. It's the dark underbelly that is the shadow of the past Fate routes that showed our heroes in a brighter light. It showed Shirou being a paragon of justice in the earlier routes and then showing his dark sins in HF. Same for Sakura as she's shown as a cheery kouhai that has her own dark shadow and emotions under the surface.

I don't know exactly but it's probably related to his very core. It was pretty clearly something that was affecting not just Roa but every single thing within his sight. Shiki was seeing so much death right there that he literally was only seeing lines, Roa and darkness as the flames spread out from his body.
