You mean in Episode 5? I think it's based on what he said during the Tea Party. (Because Kinzo was declared dead at the start of all games in red.)

Using that premise, he recalls seeing Kinzo before finding the gold as Erika was working with some sort of device. So whatever he saw wasn't reliable. That being said, he wasn't the detective either, that's why Kanon and Shannon were always portrayed as two individuals in his presence.
