Even LE has more plot going on than CDS. Like, what is Mizuchi even hoping to accomplish by putting random people to sleep? How does that achieve anything? What happened to the sleepy bitches? Did they recover already? If so, why aren't they going after Mizuchi as well? She's clearly supposed to be a threat they cannot ignore. What is Eirin doing? She's still conscious and you'd expect that she'd be ready to drop the Vengeful Spirit Eradicator 9000 on Gensokyo after Mizuchi fucked with Kaguya. Why didn't anyone go up to Komachi like "Hey, Satori fucked up and we want your help with this vengeful spirit since that's your expertise"? Why is Reimu so scared of her?
This manga just doesn't answer any important questions and the story still hasn't actually gone anywhere, even though we're already like, thirty chapters in. It's very difficult to care about it at this stage.

Disappointment and unanswered questions aside, it is still has more plot than LE which has relegated into another anecdotes-of-the-month stories with only slight hints possibly to pile up for the last chapter, that being Miyoi and Suika's nature and relationship, and even that happens between more Aya and Mamizou chapters that doesn't amount to anything.
Even if CDS somewhat fall in the same format the plot is still appearent and consistent throughout; Mizuchi is causing problem and Satori/Reimu want to catch her. It is true that her motive and nature are slow to come up though, probably because of monthly schedule while having the amount of pages of weekly manga.

Speaking of Mizuchi's goal, It's stated before that she does this to taunt Reimu and she intend to bring Gensokyo back into chaos, probably before humans completely subjugated under youkai or something. She hasn't done anything close to reach that goal and only spook people here and there, but Reimu probably think about what harm she could possibly bring and chase her out of duty and concern. After all she managed to possess big shots like Yukari and slip through Eirin undetected. Satori on the other than take it as her responsibility to bring back "Jailbreak King" to her domain.
The other characters and victims don't seem to see her as big threat though. Probably because she didn't really harm anyone in the end and took it like another paranormal cases (also someone like Eirin doesn't give a shit about Gensokyo and their problems in general). It's only Reimu, Satori, then Marisa, Yukari and Aya who want to get Mizuchi for her antics and possible threat.

LE actually resolves its arcs, and then moves on to other stuff. Granted, it's all fucking garbage, but at least there's motion in the plot. CDS just meanders and has zero focus in its plot because nobody involved wants to do anything of substance.
And everyone does consider Mizuchi a legitimate threat even though she's not doing any permanent damage (because ZUN wanted to do a murder-mystery without the murder like a retard), Kanako and Suwako sealed the shrine, for instance, and obviously Yukari choosing to get involved makes it a big deal automatically. And while Eirin generally doesn't care much about Gensokyo, she does care strongly about the moon and Eientei (or Kaguya, at least). There hasn't been a perceived threat to Kaguya since IN, but Mizuchi managed to possess Kaguya and humiliate Eirin, so that's obviously not a threat she can ignore. At the very least, she would've provided Reimu and co. with some drug that prevents vengeful spirit possession; she wouldn't be sitting on her hands waiting for others to fix things.

It's just such a bizarre decision to do anything resembling a murder mystery or body snatcher story when you cannot actually kill any characters to purge the cast a little. And on top of that, he keeps moving the story elsewhere and getting more people involved, who subsequently disappear from the plot for no adequately explained reason.
Why did ZUN think this kind of story was ever going to work with Touhou?

Let's just say that if the victims and big shots start ganging up on Mizuchi the story would end immediately. The manga does seem to do a lot out of convenience (like Murasa is missing for some reason).
Then again I don't think Gensokyo residence are that reactive or close-knitted. The way I see it they mostly only concern themselves. After the incident passed they have no reason to involve themselves further. Also, Yukari mostly do things in secret and I don't think she like to involve a lot of people (except in ISC. Then again it happens because ZUN wanted to).
Honestly, I think characters not acting like they should for plot reasons shouldn't be an issue more than the pacing and how the core plot goes. That's like saying why Yukari doesn't just solve every incident.

I know ZUN is not a good writer, garbage even. I say that he just does what he want and deal with (or leave) the issues later. That's how it goes especially with the games. So don't expect much of consistent or logical actions when he only use the characters whenever it's convenient.

Yeah, and that's an issue with the story in general. If you need characters to act in completely retarded ways to not immediately break the plot, it means the plot is retarded.

Well yeah, because that's Reimu's job. Yukari only gets involved if she thinks it's necessary, even if it's just to give advice like with Okina. But Reimu is usually pretty competent if the problem can be solved through violence, so Yukari doesn't need to bother getting involved.

LoLK, SSiB, IN...
Basically, Eirin does stuff if it involves the moon or Eientei. Things usually don't affect her since they largely hide themselves away, but a vengeful spirit that's willing to target them is obviously enough of a threat to justify taking action.

Really, while most Touhou stories only need to feature a small cast because they're the ones directly affected, the issue with CDS is that Mizuchi is personally giving all those people a reason to stay involved. Why would they assume the incident passed if Mizuchi is still at large, with unknown motives, and for all they know, may target them again? It requires them all to act in bizarre ways just for the plot to work.
Mizuchi's story should've taken place entirely in the underground, with a smaller cast, instead of constantly bringing in new people who don't actually end up mattering. Focus is important.

Taking what you said they probably think Reimu and co. would solve the issue eventually and they don't think much of Mizuchi's possible threat until it becomes truly appearent. For now they just don't wanna get possessed by dorky ghost.
The story is less of murder mystery and more like ghost prank that gets Reimu and few people concerned in true ZUNplot fashion, which means it's likely not that much of a big deal.
But if you think it should be a big deal then I dunno....

But they do take it seriously, extremely so, even. The story treats Mizuchi as a huge threat and it's only us who see her as not seriously threatening anyone.
Vengeful spirits are also considered to be extremely dangerous to youkai in general (which now includes divine spirits, who had previously been established as resilient to them, for some reason), and Mizuchi is clearly powerful even amongst those. It's just that the author has no object permanence and will immediately forget about any character not currently on the page, or even bother to come up with an excuse for them to stay out of it going forwards.

I don't know about other anons but I prefer one with core plot that stays present than the one hidden behind extended SoL fillers.
We already had bunch of them: WaHH, FS and fairies manga, and it's too bad ZUN won't write another one like SSiB.
I'll still enjoy the SoL manga but don't blame me when I prefer something different after such a long period, even if it's ultimately still mediocre.
