What will When They Cry 5 be like? What kind of setting could it have? What characters will turn up, possibly as new versions?

I don't see Lambda and Bern having time to be fully resolved in Ep 8, so I think they could be the characters looming over the series.

It's probably not too long away now, Umineko is finished for Christmas and it'll only be a while after that until the next one, if he decides to do it.

Higurashi: Base start leads to Rika/Bern gaining power/becoming main character
Umineko: Bern is Witch behind the Witch, leads to Battler becoming main character
???: Battler start. I donno,so power-levels and oppai? I dunno. Alternatively, Bern stays (due to her ability to find peices (games), Battler vs Bern for a whole Game in a hybrid of Higurashi and Umineko, where you have a group of people trying to stop a Bad End (Who Battler would oversee, but not directly control), and the villains (who Bern would control).

Or Ryu will just drop it since he is working with other companies now.
