I found Mini-nukes in various places, but the Fat Man took me ages to find. Turns out it was on a lone Super Mutant corpse on a narrow path between the Western Red Canyon area held by the Khans and Jacobstown.

It's kind of a useless weapon though because ammo is so scarce and it doesn't even kill those god damn Cazadors in one hit.
