Nothing will actually be enforced, and once they realize that if they try to regulate anime and manga they'll just end up ruining everything, they'll probably give up on that.

There's also the possibility that some studios might leave Tokyo to have more freedom or something like that, and since I'm not minor and shows that air after midnight clearly don't have children in mind, a double nothing is going to happen.

To begin with I have real doubts on how good this will actually be enforced and to what degree it will actually affect things.

Secondly, to pull a number out of my ass I could say that about 80% of all /jp/ things are already 18+ to begin wtih, hence unaffected.
As for non-ero doujin works, the doujin market will not be nearly as affected as any official market either way, so the doujin market would go off virually unaffected even if the official market were to be in some way.

Though I do wonder how it would affect non ero galge.
Perhaps they would move on to 18+ ero.
Though then that's still only if this bill has any practical effect at all to begin wtih.

Remember when the Rapelay incident managed to put preassure on the goverments to enforce the Ero regulations of the 18+ market?
That had virtually no effect.
