My schools were all the poor schools. My high school was the poor high school that every kid in county, which included about 2 towns and 3 mini-village type places that were effectively a gas station and some houses, went to. We was all poor there. That's how it worked from 5th grade to 12th.
Elementary school? We were poor, so we lived in the poor houses, and the town was divided into school districts. Rich kids in the rich houses went to the rich school, poor kids in the poor houses went to the poor school, and the dirt poor kids in the ratty apartments went to the dirt poor school.
Meant we had a shitty education with bad teachers, old texts/desks/board markers/etc, and nearly all kids had the free lunch. Hell, the cafeteria pretty much served nothing but the free lunch.

In that case the landlord is liable to repair the damage as it was damage that was not caused as a result of negligence of the tenant. It was an accident from a 3rd party. Legally the landlord has to sue the parents of the child who damaged the window for the damages. Not the tenant. The fact that he was charging you for it, seems just a shade illegal here since, thanks to state law, all apartment buildings have to have some sort of insurance on the buildings themselves (in case of fire or property damage) he's probably getting paid double. Once by the insurance company and once more by you. Which constitutes fraud. Frankly the fact that disturbs me the most is that, you win the case yet have to pay court costs.
