I've no idea what the exact content of the book was, but 'The Complete Manual of Suicide' or any book dealing with murder isn't grounds for arrest, despite the topic it deals with being illegal.

I can buy enough books to fill a room including methods to kill people. Providing the book wasn't out right declaring 'THE WRITER OF THIS BOOK MOLESTS CHILDREN' then it's thought crime.
