People in per-industrial societies went into puberty later.
Not only that but most cultures had age restrictions on when someone was allowed to get married.
Seeing that sex before marriage was something forbidden by most successful cultures this meant that people had sex a lot later than you'd think.

Of course non of these rules counted amongst the nobility who had to marry young for political reasons. The nobility also had easy access to meat and fish so they would start puberty earlier than peasants.
