The problem is the rules say "All things otaku welcome!" and that leads to people thinking some content is rulebreaking while other content isn't.
While that's a strength of this board since it allows more lenient posting of things, it's also a fault. I don't think you can get around this.
However, /jp/ does have a major problem with not responding to bad posts and spam posts.
There does need to be a sticky that points out it takes the same amount of captchas to report a post as it does to post "reported" or "sage".
