You don't need to have played Ar Tonelico to enjoy Ar Nosurge. There are references to the first Ar Tonelico game, but it isn't essential that you get them. On the other hand, having enjoyed the AT games is probably a good predictor that you will enjoy Ar Nosurge. (And having hated the AT games a good predictor that you won't.)

It's probably more important that you at least get an idea of the plot of Ciel Nosurge, the immediately preceding game.
