Reading seems like the easier place to start, but that's exactly why you should be listening now.

It's going to take longer and is far more core to the language. Reading isn't going to build up to it as much as you'd think, especially if you haven't dedicated time to it before.
Don't "build-up" from comparatively easier reading. That's just unnatural.

Learning from reading first is only normal to second language learning. The sound is the real language. Written word is just a representation of that.
You can and should be doing both, but do not forget that in the extreme case that you had to pick one over the other, make it listening.

Do whatever it takes to be interested in consuming the language, but ideally you should always have way more listening in you than reading.
