I don't know anything about tolkein lore besides basic LotR stuff, but this seems to be saying that when a Valar chooses to be clothed (implying they usually aren't) it will consistently pick either male or female clothing. Presumably Valar don't have any obvious sex, but there is something about each one that makes it fundamentally male or female, and the clothing they choose is appropriate to their gender... but it isn't something they can change.

Doesn't seem to be particularly pro-trans and even seems to be exclusionary of transvestism.
