You are partially correct. Staff does almost all of the legwork on legislation. The member does have to give approval at the end. Usually it's a nobrainer because the majority of stuff is on party lines and the staff knows the member well, but they do have a significant role in brokering deals to get certain legislation passed. This all takes place on the floor of the chamber and can only be done by the member. This is how is used to be done, not too long ago. I agree with you that many politicians now function as little more than celebrities, especially the loudmouth rookie ones that have no procedural experience and think that they can plow their way to the top without gaining favors and making friends.

OP, I would call it, "Gods before me" a reference to the commandment from the bible. It's kind of on the nose, but isn't direct enough to make people think it's a purely religious argument that you are making.
