That generally civilization springs forth from hardier men, a warrior caste, and then once it has established itself and grows stagnant the people of it degenerate and grow flabby, used to the hard won territory, wealth and so on and as the people grow less impressive, as they have coasted on what came before, society starts to break apart until a new vital force enters the stage. This is of course a simplification but it holds true.
