The entire point is that the Savage wants genuine human experience, not the politically motivated drivel that the government pumps out. He wants to feel. He wants to suffer. He wants the right to genuinely live rather than to coast through his years in comfort on a dopamine drip.

Poetry is a part of that experience, one he is especially familiar with after reading Shakespeare. He wants to experience art for the sole purpose of expression rather than indoctrination, much like how Helmholtz becomes disillusioned and asks to be sent to the Falkland Islands where he can write real literature and poetry. How could you not see this?
