This is just laughably wrong. One of Foucault's great contributions to our understanding of power is precisely a critique of this juridical conception of power which views power as emanating from and centralized in some source (a sovereign, class, or any kind of institution). For Foucault, power is everywhere because it comes from everywhere - it is immanent to and constitutive of all social relations, not some external force acting upon ontologically independent, pre-existing entities.

Foucault's project was not primarily about power, but the subject; or more precisely, subjectivities. Foucault's genealogy demonstrated that many of the concepts we consider to be without history actually do have a history, they are contingent and not necessary. People have thought of themselves in remarkably different modes than our modern subjectivities of sexuality, gender and race. It was this interest in the birth of the subject that led Foucault to study power, and his conclusion was not that power is some sinister conspiracy to oppress. Power is a constructive force, it is only by being embedded in a network of power relations that we are able to have agency and identity at all.
