The hilarious thing is that this is Rome trying to be SYMPATHETIC to trannies and their ilk. The document basically says that you shouldn't be an asshole to trannies, you shouldn't kill them, and that it's important to be nice to them. It just also says that you have to guide them to the truth, and the truth is that their entire ideology is completely wrong.
