If you were a worthwhile writer you'd be able to beat him (or at least differentiate) in the interpretation and implementation. Every premise has been used before, if the only thing going for your book was whatever gimmick, it was going to be shit anyway. Genre writing is not a free pass on quality, plot, characterisation, etc.

You can write on that topic/plot. Maybe your book will be better. Usually there are many books on same topic and some are better than others. Have your shot. Let's see how it turns out to be.

By the way, if that RPG writer wrote a "shitty" story before you then it means two things:
1) He hasn't yet learnt creative writing skills. These skills can acquired.
2) What can't be acquired but comes naturally is that idea of the story. He has it first before you. You have to admit it and bow to your overlord, RPG writer, because he had that idea before you. :3

Then don't steal his story and plagiarize it. There could be many books on same idea or same event. For example, many writers can write on an actual mass-suicide event. It won't be plagiarism as long as you write your own story on that mass-suicide event.
