If you know that person then you can approach it and talk to them about the book they're reading, there's no problem with that
If your intention is not to have sex with that person based on their appearance but you're very curious about what they're reading, then go ahead and ask them, there's nothing wrong with that
If you two are doing the same thing of reading in the park then there shouldn't be any problem if you talk with the other person that's doing the same thing
