America has never really had one for writers, and there is none in present-day America. You could point to NYC or San Fran, but at the same time whatever scenes were happening, poets and writers were flourishing elsewhere. That for the past 60 years, American writers have been tied up with the university system in order to make a living has probably capsized whatever chance there is at a particular scene from happening. Plus, there's the internet and cheap travel.

NYC still is the cultural center for (serious) arts in America prob followed by D.C., but cities will matter less and less for this sort of thing as rent continues to increase.
