They have arguably the greatest peak in the 19th century(especially 60’s and 70’s) but they are fairly mediocre outside of that very short period. Are there any hidden great authors or poets outside of that period?

Why do you think it lacks overrated?
Anatoly Marienhof, Valery Bryusov, many chess authors, Anna Akhmatova, Ilya Ilf, , Evgeny Petrov, Bulgakov, Bunin, Solzhenitsyn, many more, those are the ones I read.
To note, people could regard Lenin, Stalin, Trotsky etc. as authors.

Deep shit answer: I recognize three great civilizations: Indian, Chinese, and Mediterranean. Russia is one of the varieties of Mediterranean civilization. Just like Greece or the Islamic World (yes!). "Europeans" (in the narrow sense) is the Latin West - countries subordinate to the Pope after the Schism of 1054. The Greeks and the Bible (and not Confucius or the Vedas) are also important to us, but our culture is very different from the Latin West.
