Firstly, when you used the english language, you are correctly using -ed as past tense. However, you don't need to use -ed when you already place the situation in the past (did/didn't). So, it's not "he didn't fucked" and "did he raped", but rather "he didn't fuck" and "did he rape".
Secondly, this is very much a local thing. I bet you could probably find some court cases if you really tried.
