I used to be a moderator for another chan whose name is filtered on this site. It didn't run on the Yotsuba php but I'm assuming the source code was similar. With our interface a board mod could see posts by IP and ban by IP across their own board. They could also delete all posts made by that IP on the board. Global mods can see posts across all boards by IP but they don't have access to the actual IPs, which are hashed. Board mods can also message each other through the interface, and all punitive actions are logged
