He’s explicit in multiple books that the weak and sickly members of a society are also the ones who are most capable of coming up with creative new ideas that drive humanity forward - it is precisely because they are the ones who are most dissatisfied with the existing order that they are the ones who are driven to change and improve it. Neither strength nor illness can be said to be superior to the other. Despite his attempts to distance himself from Hegel, Nietzsche was a deeply dialectical thinker.

I don't think you comprehend that "weaker" can have different meanings dependent on context, as he is stating here that merely their "characters" or "natures" are weak, ie they do not assimilate easily to the pre-existing culture and instinctively tend towards new things. And aside from that, there is nothing at here to do with "driving humanity forward", he is speaking of the strengthening of a race (which also does not mean a "race" in the modern sense of "racism"). As he says in other aphorisms, sickliness, blindness and so on, are only valuable to one with an intrinsically healthy constitution, otherwise they are merely reactive, uncreative, and cannot lead to genuine creation and strengthening, only to ressentiment, because they are unable to cope with their ailments. These are the truly physiologically weak.

Nietzsche's valiant love of life is both admirable and highly contagious when reading him, he remains the best antidote to nihilism and people that can't feel that when reading his works are bereft of a truly wonderful, life-affirming ecstasy with which his works shined with an all-eclipsing light. Nietzsche’s landlord, Davide Fino, never mentioned the horse story.
Franz Overbeck doesn’t mention it in his letters to the family and to Nietzsche’s friends in the aftermath of the incident.
A similar story appears in Crime and Punishment, offering circumstantial evidence that it was an inspiration for the fabrication.
