The New Testament was produced by a guilt-based culture (which began with the Stoics), and is the reason the West has a guilt-based culture today.

When barbarian Western Europe came into contact with Christianity, they were fear-based tribesmen. Christianity civilized them into guilt-based cultures.

Places like Greece or Armenia were civilized shame-based cultures already, so while they have elements of guilt-based culture, they still remained primarily shame-based.
