The curious thing about proportionate representation is that it encourages an arms race between different ethnic demographics, with those who breed the most (at any cost) winning regardless of their talent.

In England right now the white british population is plummeting in major urban areas, while immigrant populations are rapidly increasing. So even though ~30% of Pakistani children in the UK are born between two Muslim cousins and are statistically far more likely to have health problems (which the NHS will deal with of course) the fact they are pumping out so many kids means that the number of Pakistani poets winning awards, being published etc will have to rise simply to keep the PC crowd happy.

The poetry scene is quite big here. BME are heavily represented and a lot of their poetry is really bad, in the traditional slam "write flowery prose about a bad thing that's happened to you and deliver it like Martin Luther King" kind of way. You have the Uni scene which was a bit more arty fatty but has now fully submerged into the larger fatty mass. Its a very insular and incestuous scene, despite its size. "The scene that celebrates itself" has never been a more apt descriptor.
