G-d works in mysterious ways. Those ways can sometimes be people like Peterson. He basically filled a vacuum by telling people they had to take responsibility for their lives and restating the age of truth that ones life is not for the enjoyment of the one living it but for the purpose of serving others and moving the species forward.
That it could be someone like peterson shows how far gone we are. That he would be the one to remind people of this when he evidently was barely holding himself together.
Tl;dr: because the rest of the civilisation is worse and there was barely anyone saying we should try and make ourselves bettee before we can make the rest of society better.
